In view of local legislation, in place of an Imperial enactment, which may be required, I beg to transmit for Your Lordship's consideration a draft Bill which has been prepared by the Attorney General. I do not think that I need refer specially to its provisions, except that regards Enclosure No. 3 of 31 March, 1873.
